DONATION POLICY

Midland Soccer Association operates under the umbrella of North Texas State Soccer Association, Inc., a qualified Texas nonprofit corporation which is exempt from federal income tax under 501(c )(3). 

Effective January 2007, in order for a contributor to receive proper credit for their contribution, the donation must be made in the name of Midland Soccer Association and is non-refundable.  In order to comply with federal tax laws, we can only issue payment for the intended purpose of the contribution. Therefore, we can only issue payment to a vendor with a valid Federal Tax Identification Number.  We will require a copy of the invoice for our records and we will, upon receipt of said invoice, issue payment for the amount of the invoice within 14 days.  Any balance remaining ninety (90) days after the initial contribution will be considered a contribution to the operating fund of Midland Soccer Association and is non-refundable. 

Policy & Procedures

  1. The following Policy covers the usage of Beal Park, Butler Park, Hogan Park, Reyes Mashburn Park, and Windlands Park for soccer related activities.

     General:

    1. All lighted field usage is assigned by a vote of the MSA Board unless stipulated in this policy as per MSA Rules and Regulations 4.4.1.
    2. Lighted Field Usage will be reviewed at least annually.
    3. Only teams registered with MSA are permitted to practice on fields under contract with MSA without the approval of the MSA Board.
    4. Failure to follow this policy could result in disciplinary measures or the loss of use of the MSA fields.
    5. All practices are to be oriented across the fields to preserve the goal boxes, with the exception of full sided scrimmages.
    6. Recreational practices shall not begin before 5:30pm on school nights without written permission of the appropriate Vice Commissioner.
    7. Inter-Club Scrimmages are required to have MSA assigned referees.
    8. Scrimmages between Club teams and Recreational Teams must be approved by the Commissioner.
    9. Field Assignment is approved for soccer related activities excluding tournaments and league play.
    10. Dogs are not allowed at any field under contract with MSA while soccer related activities are occurring.

     

    Beal Park – Game only (Fields 1, 2 & 3)

     Beal Park is a game only complex

      Lighted Fields:

    1.      Recreational Practices are not permitted on the Lighted Fields at Beal    Park at any time.

    Open Areas: (Open Areas fall under the direction of the Commissioner as per MSA Rules and Regulations 4.4.0 and are assigned as stated below)

    1.      Recreational Practice is permitted at Beal Park in the area designated only (Southwest Corner of Open Area).

    2.      There is no restriction on practice times in the open areas (except as above).

               

    Butler and Windlands Park –

    1. Usage of Butler and Windlands Park is at the discretion of the Commissioner.

     Hogan Park – Assigned to Alliance (Field 2), Flames (Field 2) and West Texas United (Field 1 & 3) and Rugby (Field 4).

    Lighted Fields (Fields 1-4)

     1.      Alliance is permitted the use of the north end of Field 2.

    a.      Alliance is responsible for ensuring the lights are turned off while not in use.

    2.      Flames is permitted the use of the south end of Field 2.

    a.      Flames is responsible for ensuring the lights are turned off while not in use.

    3.      West Texas United is permitted the use of Fields 1 & 3.

    a.      West Texas United is responsible for ensuring the lights are turned off while not in use.

    4.      Rugby is permitted the use of Field 4.

    a.      Rugby is responsible for ensuring the lights are turned off while not in use.

    5.   Recreational practice is not permitted on Fields 1, 2, or 3. Recreational Practice is permitted on field 4 (lighted) with the approval of the Senior Vice Commissioner (or executive board member).

     

    Unlighted Fields (Fields 5, 6, and 7)

    1.      Recreational practice is permitted on Fields 5, 6, and 7.

     

    Reyes Mashburn – Assigned to Texans (Field 3 & 4).

    1. Texans are permitted use of Fields 3 & 4.
      1. Texans are responsible for ensuring the lights are turned off while not in use.
    2. La Leagua has permission to hold games (games only) on Sunday Afternoon on Field 5.
